No Vote on West Texas Partnership

A lot of discussion, but no vote at today's Council meeting on whether to continue in the Tri-Cities Water Agreement; despite the fact that a $100,000 spending cap originally required by council was not included in the signed contract.

That oversight resulting in what could end up being a cost of ten times the intended spending limit.

City Manager, Daniel Valenzuela, and Mayor Dwain Morrison will meet with Midland Council after City Council expressed desire to stay in the Tri-City Water Agreement even though San Angelo has far exceeded the $100,000 spending cap approved in March 2011.

Valenzuela, who was not in office until 17 months after the council approved the Inter-Local Agreement, says if the City Attorney had reviewed the agreement this mistake would've been caught.

City Attorney, Lysia Bowling, did not review or sign the agreement; therefore, city staff was unaware of the overspending.

Council Member, Charlotte Farmer, made claims city staff would not allow her to review documents regarding the West Texas Partnership, "No wonder nobody trusts the government [...] all of these stalls and months that were going by and nothing was being done. The only one that was doing any work on it was me."

The issue was discussed for several hours at Tuesday's City Council meeting; however, no action was taken.

Council members decided that the water issue should be the true focus.

Rodney Fleming, council member of district one, said "Water is the most important thing on this [...] we don't want out of that partnership."

Mayor Dwain Morrison said this partnership helps San Angelo with our water issue and assists us financially, "It is best to take costs and divide them three ways [...] than it is for San Angelo to go on our own, because we simply can't afford to do this on our own."
