Two children from San Angelo were victims of the largest online child exploitation investigations in the history of the U.S. Immigration and Customs Enforcement.

Fourteen men have been arrested for running an underground child pornography website involving victims in 39 states and five countries.

The men have been charged as part of a conspiracy to operate a child exploitation enterprise on a website known as "Tor" on the Darknet's Onion Router.

Investigators have identified over 220 victims in the United States, 15 in Texas.

Victims range in toddlers to 17 years of age; the majority were 13 to 15 years old.

Investigators say the underground website operated for about a year until June 2013, and contained more than 2,000 videos and over 27,000 members.
