City Engineer says Street Reconstruction Projects are on Schedule

Bell Street's reconstruction begins in 2017.

That may be the headline for the first phase of a plan to rebuild San Angelo's most compromised roadways, but it hardly does justice to an overall $80 million, 10-year effort to improve streets.

Last year, Fugro Roadware conducted a technical analysis of 660 lane miles of city streets. The findings were disheartening but not surprising. After decades of deferred maintenance, San Angelo's streets earned a pavement condition index of 45.9 on a 100-point scale.

The study ranked in priority order several stretches of streets that require total reconstruction, including rebuilding the roadways' bases. Those include portions of Bell and 29th streets; MLK, College Hills and Southwest boulevards; Avenue N and Glenna Drive.

Many other streets were prioritized for mill and overlay  a process in which a roadway's asphalt is ground away and the surface replaced. (TxDOT recently did this to Knickerbocker Road.) Those thoroughfares include portions of Sunset and Glenna drives; Smith, Southwest and South College Hills boulevards; Johnson and Chadbourne streets; and Concho Avenue.

The City Council has committed to issuing $16 million in bonds every other year over the coming decade to finance street projects. That debt will not impact the property tax rate. 

It will, however, pay huge dividends, beginning this year, in addressing a critical infrastructure need.

Engineering design work on the first reconstruction projects has begun (and will continue non-stop for years so there are no delays in the launch of each subsequent project).

Proposed construction dates for phase-one projects are:

    MLK from Loop 306 to 29th  December 2016 to June 2018.
    Bell from Rio Concho Drive to Harris Street  September 2017 to February 2019.
    Bell from Harris to the Loop  May 2018 to June 2019.
    Bell from the Loop to Old Ballinger Highway  November 2018 to January 2020.

Additionally, Southland Boulevard between Sherwood Way and the Walmart entrance is scheduled to be widened and rebuilt. That project may occur from April 2017 to November 2017.

During reconstruction projects, aging sewer and water mains beneath the roadways will be replaced, ensuring that rebuilt streets won't later be torn up to access those lines.

Proposed construction dates for the first mill-and-overlay projects are:

    South College Hills from the Loop to Valleyview Boulevard  June 2017 to January 2018.
    South Chadbourne from West Avenue B to East Avenue L, and North Chadbourne from U.S. Highway 67 to East Concho and from Loop 306 to 43rd Street. The timing of these projects may vary, depending upon bid prices and available funding, but will generally occur from October 2017 through December 2018.

Meanwhile, the City is staying the course in its program of sealcoating  a preventative measure that extends the life of a street surface by applying a layer of asphalt and rock that prevent moisture from seeping into and damaging the base. Every city street is on an eight-year sealcoating cycle.

Proposed timelines for first round of street improvement projects

The City Council has approved financing $80 million in street improvement projects over 10 years to be completed in five phases. The timelines below are estimations that will change as projects advance through each process. Replacement of water and sewer lines beneath these roadways will occur in conjunction to the street improvements.

Martin Luther King Boulevard from Loop 306 to 29th Street

Bell Street Phase 1 from Rio Concho Drive to Harris Avenue

  • Design - Through May 2017
  • Bid process - June 2017 through August 2017
  • Construction - September 2017 through February 2019

Bell Street Phase 2 from Harris Avenue to Loop 306

  • Design - Through April 2018
  • Bid process - February 2018 through April 2018
  • Construction - May 2018 through June 2019

Bell Street Phase 3 from Loop 306 to Old Ballinger Highway

  • Design - Through May 2017 
  • Bid process - August 2018 through October 2018
  • Construction - November 2018 through January 2020

Southland Boulevard Phase A from Sherwood Way to the Walmart/Sam's traffic signal
